The 'failed' message is not part of the title, but is on the next line, which is reserved for status messages of various kinds throughout the subprograms of uLaunchELF (aka: uLE). For this particular case it refers to the fact that the program failed to find any "LAUNCHELF.CNF" file in any of the standard places (the launch folder as well as "SYS-CONF" folder in either MC slot).
The only consequence of this 'failure' is that uLE will then have to use defaults for all of its configurable settings, which works fine for most cases.

Apparently you are not familiar with that "browser" you mention, which is really the "FileManager" subprogram of uLE. This is to be used for all kinds of operations involving file storage drives, such as now when you need to launch a program for which there is no quick-launch button defined. (Later it can also be used to copy files/folders when you need to modify your setup.)
So you should just press the quick-launch button for the FileManager entry (by default 'Circle' button) and then use the directional pad together with the action button (by default 'Circle' button for that too) to open the device you want to browse, which in the case of a USB drive is named "mass:". Then you use similar methods to navigate in the folders on the USB drive and to launch the elf file you wanted.
