FMCB problem

I have these things:

Ps2 Slim SCPH-77004 PAL
Swap Magic Coder 3.8 PAL
16GB Sandisk USB


I downloaded Ule 4.40 and FMCB noobie package an formatted my USB to FAT32 then Made new folder to root of the USB then copied INSTALL folder and FREE_MCBOOT.ELF(renamed it to SWAPMAGIC.ELF) from noobie package to root of the USB and then plugged my USB to PS2 and launched Swap Magic 3.8 CD version. The Swap Magic splash screen appears but after that I dont see FCMB Splash screen in other word my swap magic does not detect my USB. why

Please help me I tried many Tutorial even to burn it to CD an tried 512MB USB but did not work.
